   recently came across this circle skirt. it comes with a built in netting? not sure what it's called. the fabric feels almost like a rain coat, but close to cotton. i believe the floral motif is screen printed on. skirt seems to be handmade, has purely elastic waist, no tags. any help with decade / fabric type would be appreciated,
