Age of Velvet Dress?

    I found this beautiful blue velvet dress at the thrift store yesterday hanging on the Halloween rack for $3.99. I though it might be 1930s but I’d just like to confirm. Originally it looks like there might have been ruching at the neck. I apologize for the photo quality, this fabric is tricky to photograph. The seams are all cut and sewn however the hem has been serged. I was thinking 1930s because of the bias cut as well as the sleeve caps.

    Yes, I agree with 30s and I would like to find something of the sort on the Halloween rack at my local thrift stores.
