Help dating 1960s (?) mini floral dress

Good morning/afternoon/night,

Found this dress in my local thrift shop, but didn't want to buy it before having some insight. It is handmade and has one pocket with a decorative ribbon. (Sorry for the bad pictures, I didn't really have somewhere to lay it down.)

It looks like a 60s cotton longer blouse. Not a dress.

Hard to tell how long it is on my small phone screen. Looks a duster.
