Help dating blouse

    Any guess when this blouse is from?

    This blouse has no labels on it, looks to be hand sewn. It has pockets.

    Does it have shoulder pads? It looks more like a summer jacket (part of a suit) to me. My 1st reaction was 40s but there was a lot of 80s does 40s, which is why I am asking about the pads.
