Help dating unusual dress

    I'm trying to figure out the era of this dress. I think the fabric is either nylon or acetate or some kind of polyester. It's smooth, slightly crisp, slightly sheer, tightly woven & strong, a bit flowy. It reminds me of some modern waterproof fabrics, the kind used to make windbreaker shells. I was told it is a 40s dress but I've never seen another one in this kind of fabric. The dress has glass buttons, side metal zipper, hooks & eyes, pinked seams, and appears to be home made but I'm not even sure about that. The print also doesn't look 40s to me, but more modernist 60s.

    I would love to get some opinions & figure this out. Thanks.

    It looks early 70s to me, which is reinventing 1940s styles at the time, but this one also has the Chinese cheongsam influence.
