Very pretty piece and early... Do you have a mannequin you can put it on for some photos? I'm thinking 1910s but it's hard to see the full shape with these photos.
Nice that its a colour - so often they are black. I can't tell if all the fringe is there, but it looks c. 1888 - 1891 to me. It's a dolman mantle - if you google that you will find lots of similar looking ones to yours.
