I need help naming this dress or using the correct terms for it

It seems to be a 60s to 70s maxi with a full skirt

    Polished cotton/ nylon zipper

Is the term full skirt correct?, this dress is homesewn and so unlike all the 60s and 70s maxis I've seen. Maybe made from a late 50s pattern? Stunning in my opinion

That is lovely. I would not call it a maxi dress, but an evening gown or simply a full length dress. I love the color!

Can you show a close up of the fabric?
