Per VFG's Label Resource for Union Labels, that particular one was used from 1974-1995. Moda International is a fairly commonly found label in the thrifts where I am in the Midwest USA. The name was trademarked by Victoria's Secret in 1986, with trademark expired/not renewed in 2013. (Info per some quick googling, others may know more.) My guess would be 1990s for your pretty dress.
