The first pair look like 1970s motorcycle boots - exactly the sort of thing punk started wearing in the late 70s - early 80s. The second pair I'm not sure - they look like they could be uniform boots for motocycle police? Not sure.... I think newer - 80s, maybe even early 90s but made in an old fashioned style
