How cute are those elephants! There is a Miss Chloe in the Tess database, although it appears in all caps, while the name on your label appears to be in lower case. so cute! those full (swishy) shorts were particularly popular in the 90s. Prior to that, many shorts had a more "preppy" hard pleated style. that "40" tag suggests European manufacture (and/or Canadian?) but not American, for what it's worth.
