Thrift find! Who Is America? Made in Russia. Can’t find anything

Hello everyone! This is my first post on the forum, so I hope I put this question in the right area.

Thank you in advance for anything you can share or find to help identify these jeans. They are very interesting to me as I have never come across anything like this in all my thrifting days.

What stands out to me is that they are made in Russia, with the “Who Is America?” branding. I haven’t found anything about this brand or if these are a political production. Stumps me but I picked them up since they are so different! My day also included finding three vintage Lee Riders at the same Goodwill!
