Would this jacket have been worn by a drug store clerk, soda fountain or lunch counter clerk, Or maybe someone who did mannicures??? And when?

Pauline, I think it would be used for someone in the beauty related
field, like a mannicurist or beauty shop attendant. The finish looks like it
    could be wiped off easily.

I have no guess as to the date of this, sorry.

It does look like that, but you could create the scenario you wanted. it could be a manicurist or a beautician. If its vinyl it could also be a dog groomer or some type of dental tech.
