With no marks or stamps, it can be hard to tell who made this. The original base would have been on wheels, so that bottom part is a replacement. These are popular with certain collectors, but shipping costs are through the roof so you might want to try selling it locally. I might think it dates to the early 20th century. Best to look at sold items on online venues such as Ebay, Etsy, etc. The poor condition and (unfortunately) replaced wheel base, will effect the value.
