What would you call this ruffle on a Jaeger blouse?

I've been searching and although a lot of people list something similar as an "ascot scarf", that just doesn't feel right. Is it just a plain old ruffle? Should it be tied somehow?

It comes up when searching for ascot ruffle, i might use waterfall ruffle too. Lets see what the experts have to say.

I think it's just meant to hang.

I would throw 'jabot' into the mix, though it isn't exactly that either.

Actually if I search 'jabot collar blouse', I see some quite similar designs. Purists might not call this a jabot, but I would.

Thank you both! "Jabot" was the word I couldn't remember. But I think I'll use both your suggestions.
