Help with dating embroidered peasant blouse

I can't quite figure this blouse out. The shape and length seem right for 40s to me, but one thing that has me puzzled is that the waist is pulled in by elastic set into a channel on the inside, not smocking which is what I would expect for that era.

It has French seams and I couldn't get enough of the sewing thread to get a definitive burn test result. No labels. I think the fabric is a cotton (?) mix (?)? It is a lightweight horizontal weave with very fine thick and thin lines and a slight sheen. Opinions on the fabric type also are welcome, though I'll take a tour through the fabric resource to see if I can find it. Maybe batiste?

Thank you, I rather thought that might be the case. Pity although it's still a pretty blouse, but sounds like I can't even sell it as vintage.
