I agree that the extra back length is simply the be sure the bum is covered adequately, it's not a particular style feature. In fact, even laying my current mid-rise and high-waist pairs of jeans flat on the floor shows the backs higher than the fronts.
And in the 30s and 40s, there was usually a generous seam allowance for alterations. So much easier than with an inset waistband!It allows for a bit more movement/comfort at the waist when sitting
