unknown type of tag/label

Hi all. I found these tags on multiple items of clothing I recently got at an estate sale and I'm curious to know what they are. I was thinking maybe some sort of dry cleaning tag? They are stapled on with thick staples. Let me know your thoughts!!

Looks like they say "Greengrove"... does that mean anything to you?

My understanding has also been that these are old dry cleaning tags. I wonder if Greengrove was the customer's last name? And perhaps the 5 digits are her zip code? Just guessing.
