The proper term for an over dress with this split skirt design is "redingote". I agree with 40s dating. I believe the origin goes back to
the early 1800s (France?) as a riding coat, however over the years it evolved to what we see today.
I remember about 6 years ago when we also used the term "dingle balls" for this type of trim, but I would go with "bobble" or "ball" fringe - sounds a
bit classier LOL.
