That's a beautiful dress! I have one question: does it look like it may have originally had sleeves? Can you tell?
To me, it looks like a European peasant dress, but I would have expected short puffed sleeves or long billowing sleeves, perhaps with smocking above a ruffle at the ends.

But, to me, your suit looks to be from the late 20s-early 30s.
