I think the jacket is mouton fur from the 1960's. These were sometimes called "chubbies."

Black velvet, velveteen and velour are notoriously hard to photograph. Your photos are clear, but it is hard to see closures, if any, and shape. Could you lighten them a little or describe the coat. Pockets? Shoulder pads? Shape of the collar? Is it straight or does it flare at the hem?

It is so hard to find everyday housewife workwear. This looks like a good example. I would date it in the mid 1910's, but older and conservative rural women wore similar dresses into the 1920's.

I think the buttons are goners. Since they are an important part of the style, you may be able to find enough fabric under the hem (then reface the hem) to have new covered buttons made. After the buttons are temporarily removed, dry cleaning should work well for the dress itself. You will have...
