I think this is the outer dress. It would have had an under dress of more opaque fabric, maybe cotton sateen. It seems very typical of the work of a home seamstress. Just because every one could sew doesn't mean they sewed well. Just getting it done was more important than design.

Battenberg lace
Your blouse/jacket is made of battenberg lace, a type of needle lace.
It is also called tape lace. I'm not sure of the decade, but the buttons seem newer, rather than older. To me it never goes out of style.
Battenberg lace in limited patterns is still being made in China...
1910\'s?
It looks like a late 1910's day dress. They are hard to find in good condition. Images of the construction details would help date it more closely.

This appears to be late 1940's. Is the fabric rayon chiffon. It probably originally had a bolero or jacket to match. It appears a little limp. Maybe is was laundered.
Where did all those boleros and jackets go? Maybe they are together somewhere cavorting. But they definitely are not...

I have an inquiry from a person wondering if a US size 10/12 (It is a wrap coat, thus the variation in size) is the same in Australia.
