The pants do look military to me. I am assuming they are made of very heavy khaki colored wool. We used to see these being sold for outdoor wear, such as for hunting, in Post War II military surplus stores. They are still practical and sturdy.

These are called decorative reinforcement tacks - either arrowhead or crow's foot.
Yours are the latter. Embroidery instructions sometimes show how to make them. They are also shown on p. 396 of The Vogue Sewing Book, 1973

Dresses of this sheer fabric were often worn with a pastel slip, too.
Most often pink or blue. Less often green or lavender. It would give the dress a softer, more romantic look. A belt then could match the slip.
