    I am with Jonathon here- see if you can get it invisibly mended but it is super expensive usually. Where on the garment are the holes? it is hard to tell from your pic, but looks like front shoulder maybe? if they are at the shoulder you could sew on a false front yoke section in a matching...

    I think you have a very early 60's bra, it is adorable. I used to collect vintage Bra's, and have seen many 1960's bras with plastic fittings.Often they look very 1950s in the cup shape.
