I know very little about Mexican jewelry - but I think the earrings are newer rather than older. The stones appear to have an aurora borealis coating - not used before the mid-'50s but maybe that is a reflection of the flash.

The lining looks like pellon. I think with the metal zipper and pellon lining that the dress is earlier than '70's. The style actually looks late '60's to me - kind of the beginning of the flower child era. I agree it's a wedding dress.
