I have seen that many times on the inner band of vintage hats. I always assumed that it was used to mark the front of the hat, in case one wasn't sure which way to wear it. :)

Looks like a dress clip, circa 1930s. Some of the necklaces look “older” to me, maybe 1950s-60s? The multi strand black beads: what does the other side of the clasp look like? Glass beads, or plastic? If they are glass, that’s a nice one!

I have had several of these slips, over the years. The idea was that you can trim along any of the rows of sheer trim on the skirt to shorten it to your preferred length, and it would not need to be hemmed. This does not change the size/fit, of course, just the length. Out of curiosity I tried...
