The fabric looks like 70s polyester, to me, and the skirt length, neckline, and sleeve cuff treatment also seem really 1970s, IMO.

Any chance that it is on your mannequin backwards? It looks like it could be the case, if the draped section is intended to be more like a peplum/bustle. It does look circa late 1940s, to me, especially is the draped section is meant to be at the back.
