It was likely a stiff acetate, tiered and gathered like the outer layer of lace to create a fuller crinoline effect. The previous owner probably cut it out to wear under a less full skirt.

While the placement of the discoloration is most unfortunate... :no: tailored jackets from this era are always incredibly popular, and I've sold many in less than perfect condition. You might even suggest over-dying it to lessen the flaw. That's what I'd do in a heartbeat if it were mine.

I suppose the straps give it a somewhat military vibe, but really, I'd say more avant garde.
