I'm not sure which seam(s) you're referring to. The short fringe at both ends - basically, purposely unraveling it - is quite common. I have no insight about the choice of cotton thread.

I agree with @dollsntrolls - I'm seeing more of a 1980s scarf, as well. The 1930s-50s opera scarves tend to have a long knotted fringe.

My first thought is that this may be a late teens- early '20s automobile duster. Cars of the era were widely open with no roofs, and roads were mainly unpaved. Women wore muslin duster coats to protect their outfits.
