    Nice piece! I see a robe too as it would require a sash to close it. If it was a coat I would expect a buckled belt or a button at the hip to close it.

    That's a great candidate for restoration as its beaded onto net. The entire dress can be appliqued onto a new net dress. It will take a lot of time but you would end up with a fantastic dress.     It looks like a 1930s summer evening jacket - probably went over a simple slip type dress that you could wear while dancing and then you put this on at dinner or to arrive/leave. They were popular middly-late 30s 34-38ish
