Look at the seams, lace insertions, and tucks carefully with a magnifying glass. If they are handmade, it is probably a couture blouse. Most blouses don't have labels.

I agree with Julie. I think it's a burn-out. The sections that are sheer were woven like the rest of the fabric with a different fiber type--maybe rayon. Then it was printed with a chemical to dissolve the rayon in those areas. That's why it is sheer.

It's hard to see the inside of the bodice, but what I see looks like a hemmed edge at the neck and armholes. If so, this was not made at home. The topstitching at these edges is very precise, especially if this is a finished hem. If you photo the bodice wrong side out, I might be able to help...
