I believe your hat is marked J.W. Hellings and Bonn (in Germany). I found a much newer hat with the J.W. Hellings and Bonn label and will look for more information about Hellings.
It is very, very, possible that the jacket IS from the 1970's, but the only ads I found were from the early 1980's. Not much difference between the dates at all--and far better than my wild guess would be!
There may very well be ads and references outside of these dates, but I only saw mentions of Golden Collection by Pioneer Wear from 1981-1983. I then saw a 1991 classified ad for someone selling a Golden Collection Pioneer Wear woman's coat. This is a 1982 ad for a coat from that collection...
