It's hard to tell from a photo. If you did a good sharp close up, someone might be able to give an opinion, but it is hard to id fabrics from a photo alone. Acetate is slightly stiff, and makes a slightly 'rustly' sound as it moves.
Tissavel refers to the faux fur fabric, rather than the maker of the coat. Tissavel made excellent quality faux furs, since the 1950s - I'm not sure when they went out of business, but I think it was quite recently.
Segal will be the coat maker. I haven't heard of them.
They appear to be cast from the same mould, but glazed differently and with different transfers for the writing.
It's likely therefore they are from the same maker - unless someone produced blanks and different companies glazed them - but that seems less likely? It's hard to know how long they...

I was going to say 1940s, A central back zipper is unusual in the 30s, and not very common in the 40s. And I think that bustle-back effect was a 1940s thing? As Marian says, I also hope others weigh in.
I'm no demin expert either, but you are right that the big E makes them pre 1971, unless they are fakes (or repros? not sure on that)

I would say 60s. I tend to see that convertible handle feature in 60s bags, though it may well have been around earlier.
