    The Nordstrom tag is also a clue: https://vintagefashionguild.org/label-resource/nordstr/ That's the style of font they used from 1981 to 2019. To me, this looks like a 1990s piece. It's quite interesting, with that long jacket and short skirt—and the fabric looks beautiful.
