I would ask how much hem is turned up and how many times, it looks quite thick and deep, it could have a reasonable amount there which could be let back down.
was it three or four thread serging? Three thread will bind an edge but is not strong enough for a seam, so would need a seperate line of stitching to form the seam. I would argue this is a more expensive finish as it requires sewing the same edge twice, as opposed to a four thread overlocked...

It's a similar shape to a british made Wetherall coat I had that we accurately dated here to 1963. I would place this Aquascutum coat in the mid 1960s. This is a page from a 1964 Sears catalogue certainly showing yellow was a trendy colour around this time:

I have had similar problems a 1960's knitted dress, as Jonathan says it was wool bonded with a man made fibre that had broken down leaving the knitted structure unstable.
