We have a dry cleaners here that charges only 2.85 and they steam, rather than press. I've gotten to the point where I take most of my vintage dresses there - that way I don't have to worry about inadvertently damaging them in the washer or having to steam them myself.

The white netting you see was placed on the back of sweaters in beaded, sequined and/or embroidered areas to add stability.
It is hard to date - if not for the care label I would say the sweater was made in the early 1990s. With the label I believe it is contemporary within the past 4-5 years.
