1920s Beaded Accessory....What's It?

Got this yesterday...only measures 14" around, no closure, no stretch. Glass beads. Too small to be a headband (an average newborn's head is 14"), no stretch so not like a garter or upper arm band, no opening to put around the neck. Thoughts? I can't figure it out! Thanks!

Hmmmm. I guess it could be a practice craft, but I wonder why sew the ends together then? It definitely could work as a collar!
 
I don't know at all but am saw this and was trying to think of what how this would serve purpose.

I wondered if this could possibly be an anklet. It would be really large but 14" might allow for it to go over the foot without having to stretch and rest on top on of the foot maybe

or

if it were used for camping could it possibly be placed over someone's drink, food, shampoo, or some other container for identification purposes so everyone would know what was in that container belonged to Helen?
 
We wondered, but I googled baby-head sizes (hahaha!) and a newborn is 14", which is what this measures. So it wouldn't go on, no stretch (also a little weird to put glass beads on a baby head maybe? I don't know...?). But we considered it. It's still possible, for a small baby to wear for a picture or something....!
