1920s Dress Piece

I have this very pretty piece from the 20's. Do you think it is part of a dress, or a blouse of some sort. It clearly was attached to something more at one point, and I am just trying to decide what to do with it and how to list it. What do you think? I think it is really pretty, and could actually be a usable piece.

PS, I have the two sides pinned closed, as there are no fasteners.

No expert on 20s, but I could imagine there was a skirt attached to it once... It's gorgeous, and if the fabric is still strong I can totally see this with the sides closed being worn as a top today - with slim pants for example, I think that would look great! I'd sell as is and leave it to the buyer to make it up to their taste.

What a lovely piece. It looks great the way you have photographed it. It looks like two or three hooks and eyes on either side at the bottom to close it there would work.
If one a great slip from the 20s or 30s, you could just wear one under it.

It's a tabard and would have had a slip dress underneath.
