1930s/1940s or 1960s?

I need some help
I have bought recently one quite old acetate piece, but I have some sort problems with dating it. Seller claimed it is 1960s, but when the dress arrived to me and I take a closer look, it resembles me more of 1930/1940s stuff: puff, short sleeves (on photos it cant be seen, but when worn they are much more puffy in shape), metal closuers at back and side, no zipper, a lot of handstiching and no synthetic fibers. Also waistline is a little bit higher than in usual 1960s dresses. What do you think?

This does look older than 60s to me too. It appears to be seamstress made not manufactured. I would say late 40s perhaps very early 50s. Let's see what others think.
