1930s? Beaded Purse Dancers?

I believe this is from 1930s by the fabric on background of this purse but would like a second opinion?
Dutch dancers? I know in 1950s Dutch items were also popular.
How to describe also? Cutouts?

No label at all. I was thinking Czech also.
I wonder if a quilt expert could determine the fabric?

I looked at Russian first, due to the man's hat, but I do think it's meant to be Dutch dancers, as the footwear definetly looks like clogs, and the woman's shaped hat is like the folded headscarf?/hat they wear.
the colours and print say 30's-40's to me, as does the knotted handle. I had to return my Rosean Ettinger book to the library, wish I still had it - I'm sure there were some of these printed/white seed beaded hand bags in there.
 
Oh that's wonderful! I see Slavic/Czech/folkloric dancers, and 1930s, as well. I don't think I'd call them cutouts--it looks like the beads are attached on top of a printed fabric.

I've had seedbeaded fabric purses like this, but with a floral print and celluloid frame/handle. I think the fabric on the ones I've had was rayon or a rayon blend.

There is a traditional Dutch headdress worn by men that resembles the one in your purse, it wraps around the head almost like a turban. It is a very very old fashion, going back to the 16th century if my memory is not too foggy on this.
 
There is a metal ring marked Talon that opens the purse zipper.
The handle is held by what possibly could be bakelite.
I see Talon as a maker of such rings on many purses so do not think this is a maker name?
The fabric inside is a satiny fabric and outside also I think. Like grosgrain ribbon almost?
