1930s Dress with Wrap...I cannot figure out how the wrap works!

Hello,
I found this dress...1930s?? its bias cut. When I found it the tag said wedding dress though I think that it is just a formal. It came with a wrap (or what I think is) and I cannot figure out for the life of me how it is worn...everyway I try I feel looks ridiculous LOL I tried to include pics showing construction, it has 1 hook and eye that I assume hook together. please let me know if you need any additional pics or info to help me figure this out...I'm at a loss

It does look like a typical wrap to be fair, it might just need real arms to sort it out but just in case; try it around the waist, to give a bustle effect at the back?
 
Ok maybe I'm just wacky...you think it would hook in the front and all those folds would just hang like that? I really looked and there is no other functional parts that I can see (like armholes)
 
there wouldn't be quite so much with arms underneath, your arms would come out the bottom like a short cape, perhaps put it on and take a shot modelled so we can see?
The reason I wondered about it being some sort of waist sash is the panel on the front of the dress doesn't appear even (the top seam slants) - as though it was meant to be covered.

Have you tried it upside, as it were, so there was more fabric above the fastening? then it would form more of a wrap with a cowl neck or collar?
