1940's (?!?!) Skirt, shorts and top set

Got this from a lady selling her mothers old clothing, said she thinks this set is from the 40's but I'm really stumped on it. I've found one 1942 ad for a skirt with a large smocked waist but can't find anything else, I know smocking like this wasn't huge back then. The shape of the top and shorts is pretty fitting and close to some 1940's patterns I see, but I really don't want to list as 40's if its not!

It could be late '40s but I think it's very early 1950s. I found these very similar pieces in Everyday Fashions of the Fifties as Seen in Sears Catalogs - from 1951:
