1950s style skirt

I came across this gingham skirt and it looks more like 70s does 50s to me.

I am wearing it with a crinoline underneath.
It has metal zipper with "CROWN" writing on the front and "USA" writing on the back.

It might be for square dancing?
The skirt is similar style as the dress with "Scott Townsend Co" label.

Yes, it could be '70s or it could be more recent ('80s perhaps) - the construction looks very personal, like someone made it for herself and wasn't expecting anyone to be scrutinising it!

Something about the tiered hem, the way the lower level isn't as full as the higher level suggests it may have been shorter originally and someone added a panel or two to lenghten it. It will probably look better without the full crinoline petticoat as it emphasises the variation.
