1960s Dress type? B. ALTMAN DRESS

Here is a union made dead stock 60s dress, chiffon overlay with really pretty fan folded bodice shawl area

My question is what type of dress is this?
As you can see im having trouble describing what I see. I know it's 60s chiffon. There is a rose in the center but what would I call that overlay with the pleating? Accordian folding?

Is there an actual name for this type of dress?

Are the pleats permanent? If so the fabric is probably nylon or polyester and yes, it is hand washable.
If it is silk, no, send it to the dry-cleaner.

It's cute - party or cocktail dress I'd think. I agree, if it's synthetic, wash it by hand - laying flat in a bath tub.
