1980\'s/1990\'s ? YUKI TORII Avant Garde Dress

well, i know this is not the standard "vintage" posting, but if anyone at all can help date this dress, I'd sincerely appreciate it.

This avant garde dress is by Yuki Torii, the famous Japanese designer.

as you can see, it has a tailored collar, front zip, zip front chest pocket, 2 flap front pockets, puff sleeves with hugging forearms. the back is detailed with decorative crest military style double breasted buttons

seems like 80's or 90's to me. I've searched online but have found nothing like it.
