30's or 40's Dress?

Hello all!
Thrifted this beauty today and I am torn on the age. The small
Shoulder pads side metal zipper make me think 30s. It's got lovely velvet trim. Thanks for your thoughts!

The fit and flare shape, sweetheart neckline and shoulder pads would suggest 1940s-1950s to me.
