30's or 40's?

I thought this New York Creation dress was 30's looking at similar styles, but reading the label resource, I'm guessing 40's?
Is that correct?
Also, anyone know what the 15 tag by the zipper is?

It can't date from the 1930s as the New York Creations label wasn't used until 1941 at the earliest.

Early '40s. I used to have a pattern for a very similar dress.
