30s? silk velvet dress dating and alteration question

I bought this dress and I think it's thirties, but would be glad of a second opinion. I think the coloured ribbons at the collar and hem could be a later addition? Sorry the picture of the whole dress isn't that great, but I hope it's enough to show the style.

Presumably home made. It fastens at the side with poppers, and with the covered buttons up the front. The seams are unfinished. There's a bit of facing under the buttons and by the poppers if it means anything to anyone - see pics.

I did a burn test, (first one I've done!) and I'm certain it's silk velvet. It smelt like burnt feathers, burned slowly to a black bead. The coloured ribbons though, are not silk, perhaps rayon or something artificial, I'm not sure.

So that, and the style of them, made me think they might be a later addition. They are fun and eye-catching, but I don't think the colours go so well with the chocolate brown of the dress. I'm not sure how the collar will sit without them. If it were yours, would you remove them? Would it be more saleable as a plain brown dress?

That's an unusual shape for a '30s so I'll just say that I agree about the ribbon - it looks more modern, and may have been added. I'd exercise caution with removing it because velvet often marks when stitched - I'd sell as is. Also, the dress will be very plain without it.

Re: the construction, I agree that it's home made. The velvet is a beautiful, grey-brown colour. I adore silk velvet, it feels so beautiful to wear.
