40s-60s black floral skirt -- help me date and identify?

I have one more piece that is a bit tough for me to date. I know it's 40s-60s and my guess is 50s but I feel like you all will know much better how to narrow it down. Which era do you think it's from and can you tell me what this velvety fabric with the fringe is?

No label just a small tag with the number 42.

It looks like a 1950s overskirt that you would wear over a sheath dress of the same material to alter the style for different occasions. Those big rose prints and velvets were popular mid/late 1950s to early 60s (56-64). As MJ points out the size label suggest European manufacture, but ready to wear, not couture.
 
Attached is are new photos of it on a form -- hoping this can help with fabric identification and what do you think definitely 56-64 or so very one era or the other? Thanks in advance!

Thank you both for the input! It is really very pretty with lovely details like black lace on the bottom underside and the waist band has like a rubber type material on the canvas (maybe these were common, I don't know, but I love all of the little nuances). And I would love to know who it was made by but I guess that will likely never happen with no label and all!

So I went back to where I had acquired the skirt and hidden behind belts I found its matching top! I was so excited but still no makers tag, just a tag at the bottom that reads "made in France". If it were couture it wouldn't have the size labeling right?

Was fun to learn its French and to complete the outfit but would love to know who made it.
