40's embroidered peep toe wedge slippers?

I know this sounds thick but it's really hard to tell if the soles are suede/roughed up leather or card! the upper looks to be wool, it has a hard lined weave anyway. So would these be considered slippers or shoes do you think? I'm leaning towards slippers due to the amount of decoration.

Padded insoles are a slipper feature - I would guess late 40s - maybe just into the 50s - 1950/51ish
