Yes, I see mid to late '50s too - and yours looks like the hem was taken up, so that might be making it look a bit more '60s. The dress seems to be unworn.
I received bunch of 50s and 60s dresses from a vintage "hoarder" who was moving. Maybe the dresses were made for bridesmaids or special event? The reason I am not sure because the the skirt flares like 50s and the raised waistline reminds me of early 60s.
Another vote for 50s. I have a Vintage Vogue pattern in my head that was something like this, but I'm not sure... Anyway, the key is even though it has that seam below the bust, it is still fitted at the waist, and then the skirt flares out from the waist. If it were what you're thinking of, an empire waist dress that was typical for the 60s, the skirt would form a slim column below the bust, and there would be no fitted waist. Rather like this dress:
